New Long-Term Contracts Introduced in the Electricity Market
The Cabinet of Ministers of Ukraine has approved the introduction of long-term electricity contracts for non-household consumers. This initiative allows Ukrainian businesses to purchase electricity under fixed terms over extended periods, providing greater stability in their energy costs.
Economy Minister Yulia Svyrydenko stated that enterprises will be able to lock in electricity prices in advance for a quarter, half a year, or a full year ahead. This mechanism is designed to shield companies from sharp market fluctuations.
Pilot Launch and Generation Volumes
For the pilot phase, 4% of the generation capacity from state-owned electricity producers—specifically Energoatom and Ukrhydroenergo—will be allocated. Of this 4%:
- 2% will be offered through quarterly contracts,
- 1% through semi-annual contracts,
- and another 1% through annual contracts.
Svyrydenko emphasized that this decision targets the commercial segment of the electricity market, aiming to make it more predictable. In turn, this should help energy companies attract investment and build new capacity.
It is important to note that this measure does not affect household consumers. The new policy is exclusively designed to support businesses and enhance stability in Ukraine’s energy sector.
The introduction of long-term electricity contracts represents a significant step toward strengthening economic stability in Ukraine. By reducing risks tied to energy price volatility, it could positively impact the investment climate. Since this change only applies to the business segment, its effect on the broader energy market should be closely monitored, along with any potential future adjustments for household consumers.
As the Ukrainian government takes steps to stabilize energy costs for businesses, business organizations are calling for a reconsideration of proposed electricity tariff increases planned for 2026. This ongoing dialogue highlights the critical balance between ensuring affordable energy for enterprises and managing future market challenges.
