Ukraine's Defense Ministry Appoints New Deputy Ministers in Key Reshuffle

The Ukrainian Cabinet of Ministers has approved a reshuffled lineup of deputy defense ministers. This restructuring involves several new appointments, while some existing deputies have retained their positions. The government also announced the appointment of a Ministry of Defense representative to the supervisory board of the Defense Procurement Agency and a new advisor to the minister. This reorganization comes as Ukraine continues its efforts to modernize its defense structures and enhance military effectiveness.

Key Appointments Announced

Oleksiy Vyskub has been appointed First Deputy Minister of Defense, moving from his previous role as First Deputy Minister of Digital Transformation, a position he held since 2019. Lieutenant General Ivan Havryliuk has also been named a deputy minister. Serhiy Boyev remains Deputy Minister of Defense for Eurointegration, having joined the ministry team in 2024. The deputies who continue in their roles include:

  • Lieutenant General Yevhen Moysiuk,
  • Lieutenant Colonel Yuriy Myronenko,
  • Oksana Ferchuk.

The Cabinet appointed Taras Chmut as the Ministry of Defense's representative on the supervisory board of the Defense Procurement Agency. Defense Minister Mykhailo Fedorov announced the appointment of Serhiy Beskrestnov (call sign Flash) as his advisor, effective in early 2026.

The deputies retaining their posts hold critical responsibilities. Lieutenant General Yevhen Moysiuk oversees troop generation and social welfare, Lieutenant Colonel Yuriy Myronenko manages the development of frontline innovations, and Oksana Ferchuk leads the digitalization and digital transformation directorate. These changes within the Ministry of Defense leadership are aimed at improving management and operational efficiency within Ukraine's defense sector.

The renewal of the deputy defense minister roster reflects the government's strategic goals for enhancing the effectiveness of Ukraine's defense sphere. The appointment of new specialists with backgrounds in digital transformation and Eurointegration may signal the ministry's intent to adapt to contemporary challenges and improve cooperation with international partners.

These leadership changes could significantly impact the implementation of the country's defense strategies, given the ongoing conflict and the pressing need for military modernization.
