In Poland, the CUKR residence card is available not only to working foreigners. Pensioners and people with disabilities can also apply, but under one important condition. This is reported by inPoland.
CUKR Card in Poland: Is Employment Mandatory for Obtaining It
According to the Opole Voivodeship Office, having a job is not a determining factor for obtaining the CUKR card. This means that:

Pensioners can apply for a residence card;

People with disabilities have the same rights to submit documents;

The absence of official employment is not a reason for refusal.
Thus, the right to obtain the document does not depend on the employment status of the applicant.
Requirements for Obtaining the CUKR Card: What Are the Income Requirements
Despite the absence of an employment requirement, applicants must meet basic conditions for staying in Poland.
In particular:

You need to have a stable source of income;

The funds must be sufficient for living without additional assistance;

Proof of financial capability is mandatory.
The CUKR card allows for legal residence in Poland, however, it does not provide additional social benefits or special support beyond the standard provisions for all residents.
This means that the document only ensures legal status for residence, while social guarantees remain general for all residents of the country.
Let us remind you, the Polish Senate passed a law that regulates the further stay of Ukrainian refugees by introducing a new status - the CUKR card. This document, which is issued for three years, is available to holders of the PESEL UKR status and can be obtained through a special digital portal. Applications for the card can be submitted until March 4, 2027.
