Introduction of Digital Entry Permits in Kazakhstan

Beginning July 1, 2027, all foreign visitors to Kazakhstan will be required to hold an electronic entry permit; those without one will be refused entry. This policy is part of a phased rollout initiated by the Kazakh government, which will commence on November 1, 2026.

Step-by-Step Implementation Schedule

The electronic permit system will be introduced in several stages:

  • From November 1, 2026, the permits will be mandatory at Aktau International Airport and the land border crossings at Urlyutobe, Aukhatty, Atameken, and Nurly Zhol.
  • Starting January 1, 2027, the requirement will extend to the international airports in Astana and Almaty.
  • By March 1, 2027, the electronic permit system will be in effect at all other Kazakh border checkpoints.

The electronic entry permit is issued free of charge through a digital platform managed by the Ministry of Internal Affairs in coordination with national security authorities. Applicants must submit their requests at least 72 hours before their planned entry date and complete identity verification during the application process. Each permit is valid for 180 calendar days and will be verified by Border Service officers via the digital Berkut system.

It is important to note that permits may be revoked under certain conditions, including those outlined in Article 48 of the Migration Law, such as shortening of temporary stay, administrative expulsion, or violations related to the permit application procedures.

Additionally, since September 6, 2023, the European Union has tightened border crossing regulations by removing temporary privileges under the EES system. These changes have been implemented unevenly across border points and may impact travel routes to Kazakhstan.

The shift towards electronic entry permits reflects Kazakhstan’s broader move to modernize border controls through digital solutions, aiming to streamline entry for tourists and business travelers alike. Given the tightening of travel documentation requirements worldwide, staying informed and preparing ahead is essential for all visitors. This new framework is expected to influence tourism flows, making it crucial for travel agencies and travelers to adjust their plans accordingly.
