Budget Misappropriation Allegations Surface in Kyiv

Three leaders of municipal enterprises in Kyiv are under suspicion for embezzling 6 million hryvnias of public funds. The alleged crimes occurred during procurement processes for a modular building, solar inverters, and sidewalk repairs. These cases highlight ongoing concerns about financial oversight in Ukraine's capital.

The suspects and their respective enterprises are:

  • Utility Company "Pleso" (KP "Pleso")
  • Specialized Utility Company "KyivTVService" (SKP "Kyivteleviservice")
  • Road Maintenance Enterprise of Holosiivskyi District (KP SHEU Holosiivskoho Raionu)

Breakdown of the Allegations

At KP "Pleso", 1.6 million hryvnias were allegedly misused. The deputy general director and a contractor have been notified of suspicion for overpaying for a modular building. In May 2025, the enterprise purchased the structure for over 4 million hryvnias, with an inflated cost of 1.6 million hryvnias.

At SKP "Kyivteleviservice", 3 million hryvnias are believed to have been embezzled. The acting director and a department head face charges related to the procurement of uninterruptible power supplies for city network infrastructure nodes in 2025. Hybrid solar inverters were allegedly overpaid by 3 million hryvnias.

Additionally, at KP SHEU Holosiivskoho Raionu, 1.4 million hryvnias were reportedly stolen. The enterprise's chief is suspected of embezzling funds allocated for sidewalk repairs in 2025, with materials overpriced by over 1.4 million hryvnias. All suspects are charged under Part 5 of Article 191 of the Criminal Code of Ukraine. Procedural oversight is being conducted by prosecutors from the Holosiivskyi District Prosecutor's Office in Kyiv.
