Oleh Bereza Suspected of Misallocating Budget Funds
Anti-corruption authorities have charged Oleh Bereza, head of the Infrastructure Restoration and Development Service in Lviv Oblast, with misusing 94 million hryvnias. The criminal case centers on events that took place in 2022, shortly after Russia launched its full-scale invasion. Specifically, the suspicion involves the improper use of public money, though no material losses have been reported.
The investigation, which began in 2024, has identified Bereza as the suspect, according to law enforcement sources cited by Glavkom. The expenditures in question occurred during the construction of a parking area for heavy and oversized vehicles.
Bereza's Response
Oleh Bereza: 'This criminal case relates to events from early 2022, at the start of Russia's full-scale invasion. The accusation is about non-targeted use of funds without causing any material damage. At the same time, I believe my actions complied with the law and the conditions of martial law.'
Bereza also stated that he has submitted additional evidence proving no violations occurred and is preparing another set of documents to demonstrate full compliance with legislation. He added: 'I continue to carry out my duties and remain committed to transparent and lawful operations in the interests of the Lviv region and the state as a whole. I will not provide further comments on the circumstances of this criminal proceeding, as the principle of presumption of innocence applies in a rule-of-law state.'
This case highlights the critical need for financial discipline during wartime, when state resources are limited and their proper use is essential for maintaining infrastructure and meeting public needs. The investigation into Oleh Bereza could set an important precedent in Ukraine's fight against corruption, especially under martial law, where transparency in public spending is particularly vital.
