Official Suspected of Embezzling Public Funds
The head of a Kyiv municipal road maintenance enterprise has been formally notified of suspicion for embezzling public funds. The case, which involves the purchase of asphalt mixtures at inflated prices, is reported to have caused losses of nearly 1.3 million hryvnias to the state budget. This incident highlights ongoing challenges with corruption in public procurement within Ukraine's infrastructure sector.
According to the Kyiv City Prosecutor's Office, the Dniprovsky District Prosecutor's Office of Kyiv is overseeing the proceedings. The suspect is alleged to have acted in May 2025 to benefit a private company. By signing a supply contract for asphalt mixtures, the official agreed to a price that was significantly above the market rate.
Expert assessments confirmed the overpayment amounted to almost 1,300,000 hryvnias. This finding provided the basis for the criminal charges, which are being pursued under Part 5 of Article 191 of Ukraine's Criminal Code.

This case underscores the vital importance of stringent oversight for public expenditures, particularly in municipal services. The embezzlement of budget funds can directly undermine financing for other critical social projects.
