Legal Proceedings Against 'Kyivzelenbud'

The head of Kyiv's municipal greenery agency, 'Kyivzelenbud,' is facing trial for official negligence. The charges stem from a capital repair project for a park around the Jordan and Kyryliv lakes in the Obolon district, where inflated material costs caused a budget loss of 2.1 million Ukrainian hryvnias (approximately $55,000). The pre-trial investigation concluded in late 2023, and the case file has been sent to court. The official is charged under Part 2 of Article 367 of Ukraine's Criminal Code, which covers negligence in public office.

The contract for the park renovation work was valued at over 9 million hryvnias. Prosecutors allege the budget losses resulted from purchasing materials—including sand, concrete paving slabs, and crushed stone—at artificially high prices. If convicted, the maximum penalty under this article is up to five years in prison, followed by a potential three-year ban from holding certain public offices. This case highlights ongoing challenges with procurement and oversight in Ukraine's public sector, which has been under increased scrutiny since the full-scale invasion.

New Tender Announced Amid Scrutiny

Separately, in 2024, 'Kyivzelenbud' announced a new tender for capital repairs of a retaining wall in the Pozniaky park in the Darnytskyi district, valued at nearly 3.4 million hryvnias. In connection with this Pozniaky park project, two other officials from the agency have already been notified of suspicion. These incidents underscore the critical need for stringent oversight and legal compliance in the execution of municipal projects funded by public money.
