Education Chief in Kyiv District Faces Negligence Charges
Prosecutors have served a notice of suspicion to the head of the Podil District Education Department in Kyiv for alleged official negligence. The case centers on the failure to provide legally mandated one-time payments to 13 orphaned graduates between 2020 and 2022, with total funds withheld exceeding 188,000 Ukrainian hryvnias. The official named by the Kyiv City State Administration's website is Oleksii Mykolaiovych Sydorenko. This development occurs amid broader scrutiny of public administration in Ukraine following the full-scale invasion.
Withheld Support for Vulnerable Graduates
Thirteen orphans and children deprived of parental care, who studied in the Podil District, did not receive a one-time financial grant guaranteed under Ukrainian law for social protection. The law stipulates that such children are entitled to a single payment equivalent to six times the subsistence minimum upon completing their education.
Over the three-year period, these 13 graduates from Podil District institutions were denied these payments, causing public outrage. The total amount withheld was over 188,000 hryvnias, with individual payments ranging from 13,300 to 15,700 hryvnias each. In the Podil District of Kyiv, the responsibility for disbursing this aid lies specifically with the District Education Department.
The pre-trial investigation is also examining whether graduates from other years received their due payments. This situation has drawn law enforcement attention, as the region sees ongoing probes into other instances of official misconduct. The Prosecutor's Office stated:
"According to the law, these children were to receive a one-time grant of six subsistence minimums upon finishing secondary school or other secondary education institutions."
