Ukraine Launches Temporary Fuel Rebate Scheme

A temporary fuel rebate program will be introduced in Ukraine from March 20, 2026, and will remain active until May 1, 2026. This initiative is designed to provide financial relief to citizens during a period of rapidly escalating fuel prices. The cashback will be applied automatically when payments are made with a partner bank's card at registered gas station networks.

Rebate Terms and Conditions

The rebate rates are as follows:

  • 15% on diesel fuel
  • 10% on gasoline
  • 5% on autogas (LPG)

The maximum rebate amount is capped at 1000 hryvnias per person per month. As of March 18, 2026, the average price for A-95 gasoline was 70.33 UAH/liter, while diesel fuel cost 78.68 UAH/liter. During this period, prices for A-92 and A-95 gasoline, as well as autogas, increased by approximately 1 UAH/liter, with diesel rising by up to 2 UAH/liter at some stations.

Oleksiy Sobolev, a representative of the initiative, emphasized that the rebate program is part of a short-term compensation strategy for those most affected by the fuel price surge.

"We examined how other countries have responded to the global oil price situation and selected the most optimal solution for Ukraine—one that can be launched quickly, without excessive bureaucracy, using existing infrastructure. Our goal is a temporary, short-term compensation program specifically for the period of rapid fuel price increases," he stated.

The fuel rebate offers limited support to Ukrainians who are already paying significantly more for the ability to travel by car. 'Alternative measures, such as excise tax discounts, would have the opposite effect—benefiting those who consume the most fuel the most,' Sobolev added.

To participate in the program, individuals must open a card with a partner bank and select it for payments and disbursements in the Diia app. "If you already use the National Cashback program, the compensation will be credited automatically when you pay with your card," explained Yuliia Svyrydenko.

The credited funds can be used to pay for utilities, medicine, Ukrainian-produced food, books, postal services, and donations to the Armed Forces. This program is a direct response to a critical fuel price situation that has impacted the majority of consumers in Ukraine, aiming to ease the financial burden, especially for those dependent on automobiles. The initiative is part of a broader government effort to mitigate the economic impact of global energy market volatility on households. However, as noted by the initiative's representative, the program's support is limited, and its effectiveness will depend on continued fluctuations in the fuel market and the broader economic context within the country.

As the fuel rebate program aims to alleviate the financial burden on citizens, it's essential to explore similar initiatives that have been implemented recently.
