Kyiv Announces New Nighttime Movement Rules

Starting January 17, 2026, residents of Kyiv will be permitted to travel at night to reach 'resilience centers' and to return home from railway stations. The head of the Kyiv City Military Administration, Timur Tkachenko, announced these new regulations, which are designed to enhance safety and convenience for the capital's residents during nighttime hours. This policy shift reflects the city's ongoing adaptation to the challenges of wartime conditions.

Round-the-Clock Resilience Centers

Under the new rules, Kyiv residents will have free nighttime access to 'resilience centers' and the ability to travel home from train stations. These centers will operate 24/7, providing people with essential services, including:

  • A place to warm up;
  • Charging stations for electronic devices;
  • Access to communication networks;
  • Hot tea.

These services will be particularly vital during the winter months when temperatures can drop significantly.

To utilize these new provisions, individuals must carry personal identification. Those subject to military service will also need to present their military registration documents. These measures are intended to maintain control and security during the night, a critical consideration given the current national situation. The establishment of these rules aims not only to improve safety but also to guarantee access to basic services under difficult circumstances, offering crucial support during periods of extreme cold and instability.
