Residents of Kyiv have received heating bills showing a zero charge for January. This has caused confusion, as the capital's residents did receive heat for the first ten days of the month. Expert Oleg Popenko has pointed out the lack of a legal mechanism for an immediate recalculation, meaning the amounts owed will be compensated for in future billing periods.

Expert Commentary on the Situation

During a live broadcast on his YouTube channel on February 18, Oleg Popenko stated that the utility company Kyivteploenergo has no legal grounds to write off consumed services without a corresponding decree from the Cabinet of Ministers, the National Commission for State Regulation of Energy and Public Utilities (NKREKP), or a specific law. He emphasized that any unilateral recalculation by the company could be considered a criminal offense by its management.

Popenko added that Kyivteploenergo cannot simply issue zero bills, as this creates confusion about the actual volume of services consumed. 'It doesn't work that you issue bills and then it turns out the number is unknown,' the expert summarized.
