Newborn Girl Smuggled in Surrogacy Scheme
A 39-year-old woman from Kyiv has been formally charged for illegally smuggling a newborn girl out of the country by posing as the child's biological mother in a surrogacy arrangement. According to Kyiv law enforcement, the woman contracted with a private medical center to hand the infant over to a foreign couple for a fee of 14,000 euros. Ukraine has become a major hub for international surrogacy, making it a target for such criminal exploitation.
The investigation revealed that an embryo with which she had no genetic connection was implanted in the woman. To facilitate the child's removal from Ukraine, she then falsified official documentation. She now faces charges under Part 2 of Article 332 of Ukraine's Criminal Code, which covers the illegal transportation of individuals across the state border, carrying a potential prison sentence of up to seven years.
Broader Criminal Network Uncovered
This case is a single episode in a larger probe targeting the owners of two private clinics. In August 2023, the State Border Guard Service uncovered a criminal organization involving 12 individuals engaged in trafficking newborns. The group's structure included:
- Two principal organizers, who were the heads of medical clinics in Kyiv and Kharkiv;
- Ten other participants, comprising clinic staff, managers, administrators, and a lawyer.
This prosecution underscores the severe issues of child smuggling and the abuse of surrogacy arrangements in Ukraine. It also highlights increased law enforcement activity in this area, which may lead to further investigations and potential legislative reforms aimed at tightening controls. Ensuring the protection of children's rights and preventing the exploitation of vulnerable people remains a critical priority.
