Warming Weather Brings Increased Danger to Kyiv
A recent warm spell in Kyiv has heightened the risk of falling icicles, prompting daily safety inspections by the city's Territorial Control Department. As of February 12, inspectors have issued 261 official warnings for failure to clear roofs and surrounding areas in a timely manner, alongside 30 formal administrative charges. This is a common seasonal safety issue in cities with cold winters, where melting and refreezing snow creates dangerous overhangs.
As part of the city's safety drive, inspectors have also distributed 155 informational notices to property owners and managers, reminding them of their legal obligation to clear roofs of ice. Violations of these safety regulations carry the following fines:
- For private citizens: from 340 to 1,360 hryvnias;
- For officials and private entrepreneurs: from 850 to 1,700 hryvnias.
Comprehensive Winter Safety Oversight
Inspectors are monitoring a broad range of winter maintenance tasks, not just roof clearing. Their oversight includes:
- The timely removal of icicles;
- Clearing snow from property grounds;
- Treating sidewalks with anti-icing materials;
- Erecting barriers around hazardous zones;
- Organizing the removal of accumulated snow and ice.
However, activist representative Harik Korohodskyi has expressed skepticism about the enforcement, stating:
“I don't understand the logic of issuing orders that, in practice, no one follows.”The measures taken are intended to improve public safety during winter weather conditions.
The increased risk of falling ice during thaws presents a serious urban hazard, with the potential to cause significant injury to pedestrians. Kyiv's Territorial Control Department is attempting to strengthen oversight of property managers to prevent such accidents. Despite these administrative efforts, concerns remain regarding the practical effectiveness and compliance with the safety requirements, which could impact the overall level of public safety in the capital.
