The accident occurred after a frosty weekend when the air temperature dropped to -17°C. The malfunction happened due to undrained water, which led to a lack of heating throughout the building.
The situation is complicated due to the insufficient response of utility services. Residents of the building complain that no one has appeared to fix the problem.
“No one is at work,” said a housing office engineer.The plumber, for his part, explained that
“I had a legitimate day off.”
