Kyiv Adds 40 MW of Cogeneration Capacity Ahead of Winter

Third Kyiv Condominium Forum Addresses Winter Preparedness

Kyiv has launched its third city forum for condominium associations (OSBB), focusing on readying residential buildings and municipal infrastructure for the next heating season. The capital has developed a comprehensive Energy Resilience Plan that includes measures to boost efficiency amid growing challenges.

As part of this plan, distributed cogeneration facilities with a combined capacity of roughly 40 MW have already been built, reducing reliance on traditional energy sources. Two diesel power complexes with a total capacity exceeding 10 MW are now operational. These projects are funded through the city budget and loans from the European Bank for Reconstruction and Development (EBRD).

Investment and Support Programs

Kyiv’s housing stock includes more than 12,000 apartment buildings. To modernize them, the city runs five financial and technical support programs. Since the start of the full-scale invasion, nearly UAH 2 billion has been invested in building energy efficiency. For this year, UAH 420 million was allocated to the 70/30 co-financing program.

The Cabinet of Ministers has established a task force to prepare housing and communal services, as well as the fuel and energy sector, for the autumn-winter period of 2026/27.

President Volodymyr Zelenskyy stated that 'resilience plans have been approved for every region across the country. Road repairs after winter are also ongoing. It is crucial not to waste time at the community and regional administration levels. Every important facility must be protected.'

Additionally, a new feature in the Diia app allows residents to apply for funds to purchase generators for apartment buildings. This initiative covers equipment for independent heating, water supply, or elevator operation—a key step toward ensuring stable living conditions in the future.

The third Kyiv Condominium Forum underscores the importance of preparing the housing stock for winter amid the energy crisis. With investment programs and new initiatives—such as the generator funding option—the city aims to secure comfort and safety for its residents. These efforts also highlight the growing role of local authorities in tackling energy efficiency and housing modernization.

In light of these developments, the city is also enhancing its financial commitments to ensure effective heating solutions for residents. Recently, Kyiv has allocated an additional 9 billion UAH for winter heating preparations, reflecting a proactive approach to tackle the upcoming cold months and improve energy efficiency across the capital.
