Examining the Planned Fare Hike for Kyiv’s Public Transport
Kyiv’s municipal authorities are currently evaluating an increase in public transport fares. Despite being the lowest in Ukraine, ticket prices have not changed since 2018. According to official data, the actual cost of a single trip on the city’s buses, trams, and trolleybuses is 44 hryvnias, while metro rides are even more expensive. On April 7, Kyiv Mayor Vitali Klitschko ordered a review of the current fare structure. Serhiy Pidhayny, director of the Kyiv City State Administration’s Department of Transport Infrastructure, stated that the city aims to determine the new fare level within the next two to three months. Klitschko noted that
“we are currently running the calculations, but even so, the fare will remain subsidized. We are taking into account the burdens of wartime, but we are forced to raise it, while also considering all social groups in the population.”
The fare increase is seen as unavoidable due to sharp rises in the cost of fuel, electricity, and consumables, as well as the urgent need to upgrade the city’s aging rolling stock.
“The rising prices of fuel, electricity, consumables, and logistics are pushing the city government to bring the fare closer to an economically justified level,”Klitschko added.
In Kyiv, every second passenger is a beneficiary who travels for free. The city, however, receives no compensation from the state for these subsidies. Relevant municipal departments are now tasked with preparing new calculations based on a thorough economic justification, as previous fares no longer reflect the true cost of transportation. Notably, Kyiv’s first mayor, Leonid Kosakivskyi, previously discussed the concept of an economically justified tariff, arguing that the city’s current approach may be misguided. The final timeline and exact new fare have yet to be determined.
