Kyiv on the Brink of a Public Utilities Disaster
Kyiv is teetering on the edge of a public utilities catastrophe due to critical failures in electricity and heating systems. With municipal services failing to perform their duties, residents of the capital are being forced to organize themselves to save their own buildings. Oleg Popenko, head of the Union of Utility Services Consumers, warned that repairing buildings with 'thawed-out' heating systems could take years. This crisis highlights the severe strain on Ukraine's infrastructure following months of sustained attacks on its energy grid.
Residents Take Action in the Pechersk District
In the Pechersk district, residents of one building, faced with the inaction of emergency crews, decided to act independently. Popenko stated that relying on housing maintenance offices or management companies under current conditions is a fatal mistake that could lead to the loss of one's home. He further noted that a major repair would require a technical inspection, tender documentation, and funding, a process that could take one to three years.
The situation in the Darnytskyi district is equally alarming: one association of co-owners of an apartment building spent 2.5 million hryvnias on generators but still remains without power. Popenko stressed that under such conditions, people must realistically assess the threat and the capabilities of their management companies, as, in his words,
“nothing will be done”(Oleg Popenko). He also expressed doubt that heat would be restored to all buildings in the coming days, predicting the cold would persist for another 2-3 weeks.
Consequently, Kyiv's residents are compelled to act on their own, as the municipal system has proven paralyzed and hope for professional help has turned out to be an illusion of safety.
