Kyiv Intensifies Snow Clearing Oversight
In response to heavy snowfall and icy conditions, Kyiv has significantly tightened its enforcement of snow removal regulations. On February 17, municipal inspectors issued 377 official orders for substandard snow clearing and filed 67 administrative violation reports. More than 259 property managers received formal notices reminding them of their obligation to comply with city maintenance rules, with fines for violations ranging from 850 to 1,700 hryvnias.
Injuries and Legal Accountability
This winter, icy conditions have led to 6,169 people seeking treatment at trauma centers, including 321 children, with 1,221 requiring urgent hospitalization. In connection with these incidents, nine managers of communal service companies are now under suspicion for official negligence. The investigation involves the heads of the Housing and Exploitation Offices from seven of Kyiv's districts, as well as the heads of the Kyivvodfond and the Management Company of the Shevchenkivskyi District. These officials face potential prison sentences of up to five years.
Authorities are placing special focus on the maintenance of:
- Approaches to metro stations;
- Public transport stops;
- Underground pedestrian crossings;
- Stairs and ramps at medical and educational institutions;
- Areas surrounding shopping malls, stores, and pharmacies.
These measures are aimed at ensuring pedestrian safety during harsh winter weather. The crackdown highlights the city's attempt to address a public safety crisis, as Ukraine's capital, like many northern cities, contends with the annual challenge of winter maintenance. The administrative actions and sanctions against the services responsible for upkeep are seen as crucial for preventing similar injuries in the future and demonstrate the municipal authority's commitment to citizen safety in difficult weather conditions.
