Kyiv Demands Immediate Halt to Unauthorized Construction in Heritage Zone

Orders Issued by the Department of Cultural Heritage Protection of the Kyiv City State Administration

The Department of Cultural Heritage Protection of the Kyiv City State Administration has issued orders to stop construction work at 43/11 Knyaziv Ostrozkykh Street in the Pechersk District of Kyiv. This decision follows the discovery of violations related to cultural heritage protection, as the site has seen partial demolition of a building and disturbance of the topsoil layer. The plots are enclosed by a construction fence, and the work is taking place within the buffer zone of a UNESCO World Heritage site.

The orders demand an immediate cessation of all activities, as well as the submission of project documentation and written explanations within five days. Notably, the Department of Cultural Heritage Protection of the Kyiv City State Administration never approved the project documentation for this site, nor did it issue any permits for the work.

Legal and Administrative Proceedings

The Department of Urban Planning and Architecture of the Kyiv City State Administration also did not authorize the construction of an 80-meter residential building at this address. It is known that the department filed an appeal against a lower court decision that had lifted certain urban planning restrictions for development at 43/11 Knyaziv Ostrozkykh Street, building A. However, the appeal was dismissed.

Additionally, an electronic petition calling for a halt to the construction of a 25-story building has gathered the required number of signatures. Representatives of the Department of Cultural Heritage Protection of the Kyiv City State Administration stated that

“orders from cultural heritage protection authorities are mandatory for compliance.”
At the same time, the Department of Urban Planning and Architecture of the Kyiv City State Administration emphasized that
“development in central Kyiv cannot be viewed solely as the realization of a private investment intention.”

Consequently, the situation surrounding construction at 43/11 Knyaziv Ostrozkykh Street remains tense, as legal and administrative procedures continue to address compliance with cultural heritage protection requirements.

This case highlights the critical need to uphold cultural heritage protection standards in Ukraine, especially in historically significant parts of the capital. Unauthorized construction not only threatens the preservation of architectural landmarks but also stirs public outcry, prompting citizens to take action through petitions and other forms of protest. The identified violations could lead to further legal consequences for developers and tighten oversight by state authorities in urban planning and cultural heritage protection.

As the situation develops, the ongoing legal challenges surrounding the construction at 43/11 Knyaziv Ostrozkykh Street highlight broader concerns regarding urban development in sensitive areas. In a related case, an electronic petition has emerged, calling for a stop to the construction of a towering 80-meter skyscraper within the UNESCO buffer zone, emphasizing the community's commitment to preserving cultural heritage.
