Specialized Transport for Veterans
Starting March 1, 2026, Kyiv will introduce a specialized transport service for veterans with disabilities or temporary mobility impairments. The service, to be operated from the Kyiv Military Hub, was announced by Deputy Head of the Kyiv City State Administration, Maryna Honda. She emphasized that the initiative aims to support defenders who have returned from the front lines with injuries. This move is part of Kyiv's broader effort to address the long-term needs of its returning military personnel.
The service will utilize vehicles equipped with wheelchair lifts. It is important to note that this is not a replacement for social taxi services or the city's general public transport, but a separate support program specifically for veterans.
Required Documentation for the Service
To access the service, applicants must submit a specific set of documents, including:
- An application for the service;
- A passport;
- Taxpayer identification number (RNOKPP);
- A document confirming veteran or disability status (e.g., a war disability ID, combat participant certificate, or Form 6 certificate).
Additionally, for persons with disabilities, the following may be required:
- An extract from the decision of the expert team assessing daily functioning;
- An individual rehabilitation program.
In cases of temporary loss of mobility, a certificate from a medical advisory commission is needed.

This initiative is part of a wider veteran support program, following the Kyiv City Council's amendments on October 9, 2025, to the targeted program 'Support for Kyiv Residents – Defenders of Ukraine.'
The service is specifically designed for those requiring safe and accessible transportation. As Maryna Honda noted, the city is purposefully launching this initiative to support veterans who have sustained war-related injuries.
