Ongoing Attacks on Kyiv Amid Persistent Russian Threats
In the days leading up to September 1, Kyiv endured relentless attacks almost every hour from a combination of ballistic missiles and rocket-powered drones. The initial waves involved rocket drones, followed by ballistic missile strikes. Throughout July, 437 civilians lost their lives across Ukraine, with an additional three casualties reported on September 7 due to continued shelling.
Russian and Ukrainian Military Arsenal Overview
Russia launches close to 100 missiles monthly, including approximately 60 'Iskander-M' ballistic missiles and 40 RM-48U rockets. Their rocket drones, models 'Geran-4' and 'Geran-5,' can reach speeds up to 600 km/h, with production rates around 3,000 units per month. These drones rely heavily on turbojet engines primarily supplied from China, some of which are produced using 3D-printing technology.
Ukraine faces significant challenges defending against ballistic missile attacks due to depletion of its Patriot PAC-3 interceptor stockpiles. Additionally, Ukrainian F-16 jets lack sufficient American AIM-120 and AIM-9 missiles required to counter cruise missile threats. Of the 57 missiles fired in the first eight days of August, Ukrainian forces successfully intercepted only one. However, a notable improvement was reported on August 28, when seven missiles were shot down in a single night. Despite this, Ukraine’s inventory of Patriot PAC-3 interceptors is nearly exhausted.
To bolster its missile defense, Ukraine is counting on new systems like SAMP/T and the Freyja project. By the end of 2024, Ukraine expects to receive several older SAMP/T batteries equipped with Aster missiles, which feature more advanced radar capabilities and can engage multiple maneuvering ballistic targets simultaneously. The Aster missile costs less than half the price of a PAC-3 interceptor, which is priced at about seven million dollars. Mass production of Aster missiles is projected to reach 300 units annually starting in 2028.
The Freyja initiative represents a Ukrainian-European collaboration aimed at delivering a cost-effective, large-scale alternative to the PAC-3 system. Spearheaded by Ukrainian company Fire Point—also known for producing strike drones and the 'Flamingo' cruise missile—Freyja interceptors are based on the short-range ballistic missile FP-7. The project benefits from the expertise of 12 European firms, including Thales, Leonardo, Diehl, and Saab, which contribute sensors, guidance, and control technologies. Fire Point anticipates successful ballistic missile interception capabilities by mid-2027, though expert Matthew Bint forecasts operational readiness no earlier than 2028.
Ukraine is also advancing its own ballistic missile development, including the 'Sapsan' rockets from Pivdenmash and Fire Point's FP-7 and FP-9 models. In March 2023, Ukraine struck a facility in Bryansk responsible for producing electronics for Russia’s Iskander missiles. Manufacturing ballistic missiles proves to be less complex and costly compared to building interceptors. Ukraine’s strategy includes targeting critical enemy factories and launch sites to erode Russia’s missile stockpile.

Alongside developing new missile technologies, Ukraine is intensifying efforts to upgrade its air defense with the support of international allies and engineering expertise. This cooperation with European partners is crucial to creating effective anti-aircraft solutions and reducing reliance on imported technology.
