A central agenda item was the decision to increase the authorized capital of the municipal utility Kyivteploenergo by 2.7 billion Ukrainian hryvnias. Mayor Vitali Klitschko emphasized the severity of the situation, stating that
“the scale of damage inflicted by the enemy on critical infrastructure requires colossal funds. State assistance is absolutely essential.”
He also noted that negotiations with international partners are ongoing to secure rapid loans for necessary equipment, indicating progress on this front.
Klitschko stressed the importance of the City Council’s work as the capital endures its fifth year of war and relentless attacks. He declared:
“The Kyiv City Council must keep working! We see how many vital issues concerning the capital’s livelihood demand effective decisions from us. There should be no politics in this—because it’s about the functioning of a city that especially needs to prepare for the next winter, which will be harsh.”
