At an emergency session on January 15, 2026, the Kyiv City Council voted to allocate an extra three billion hryvnias to bolster the city's security and defense forces. This move is a direct response to the ongoing need to enhance support for military personnel and ensure their operational readiness amid persistent national security challenges. This decision underscores the capital's proactive role in national defense, a critical responsibility for major cities during wartime.

Kyiv Mayor Vitali Klitschko emphasized the significance of amending the 'Defender of Kyiv' program. The city's initial 2026 budget had already earmarked at least two billion hryvnias for the Armed Forces of Ukraine, demonstrating the council's sustained commitment to strengthening the country's defensive capabilities.

Sustained Support for Defense Forces

Throughout 2025, Kyiv directed 12 billion hryvnias toward supporting defense and security forces. In a further show of commitment, the City Council also approved increased funding in December 2025 for the logistical and material support of these units, highlighting a continuous focus on equipping the military.

For 2026, the Kyiv City Council has budgeted 1.155 billion hryvnias specifically for mobilization measures, a vital component in reinforcing the capital's military preparedness. This follows earlier amendments passed on December 4, 2025, to the 'Support for Kyiv's Defenders' program, which also contributes to defense resilience. These consistent financial injections are crucial for maintaining operational capacity and troop welfare as the conflict continues.
