Uncovering Corruption in Kyiv's Municipal Enterprises
Police in Kyiv have exposed a case of official misconduct involving a municipal enterprise deputy head during a tender for road safety barriers, resulting in significant losses to the city budget. According to investigators, the deputy head of the Desniansky District Municipal Utility Enterprise (KP SHEU) signed a contract to purchase barrier components for Zakrevskoho Street. This tender resulted in an order for over 600 metal beams and approximately one thousand road posts.
The contract price for a single beam was set at around 3,000 hryvnias, which was roughly double the market price at the time. Consequently, the municipal enterprise transferred about 5 million hryvnias in public funds to the contractor, of which over 1.2 million hryvnias constituted an unjustified overpayment. The suspect has been formally notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine, which carries a potential penalty of up to five years' imprisonment.

This case is part of a broader pattern of investigations into embezzlement within Kyiv's municipal structures. In a separate case, the head of the Kyivzelenbud board will face trial for a park renovation project in the Obolonskyi District that caused losses of 2.1 million hryvnias. The contract for repairs around the Yordanske and Kyrylivske lakes was valued at over 9 million hryvnias. Furthermore, two other Kyivzelenbud officials have been notified of suspicion for embezzling nearly one million hryvnias during the restoration of Pozniaky Park, where a tender for repairing a retaining wall was won by a firm with a bid of almost 3.4 million hryvnias.
These incidents highlight systemic issues in the management of public funds in Kyiv, raising public concern and demanding rigorous oversight from law enforcement agencies.
