Indictment Filed for Embezzlement at 'Kyivmedspetstrans'

The Shevchenkivskyi District Prosecutor's Office in Kyiv has submitted an indictment to court concerning the head of a service department at the municipal enterprise 'Kyivmedspetstrans'. The official is accused of embezzling funds allocated for ambulance vehicle parts, with the case involving a sum of 1.9 million Ukrainian hryvnias (approximately $49,000 USD). This comes at a critical time when Ukraine's healthcare system is under immense strain.

According to the investigation, officials at 'Kyivmedspetstrans' conspired with the director of a private company. In 2022, they allegedly rigged a tender process to ensure this company was selected to supply auto parts. A procurement contract was subsequently signed for a total of nearly 5.5 million hryvnias.

Parts Supplied at Inflated Prices

The supplier that won the tender then delivered the parts at significantly inflated prices. An expert examination concluded that the prices for the parts were overvalued by more than 1.9 million hryvnias. The service department head faces charges under Part 5 of Article 191 and Part 2 of Article 366 of the Criminal Code of Ukraine, which deal with large-scale embezzlement and forgery.

This case underscores the vital need for transparency and oversight in public procurement, particularly for essential medical services. Investigating such instances can expose broader corruption schemes within the healthcare system and prompt stronger anti-corruption measures for the future.
