Update on Kyivteploenergo Operations
The Kyiv City Prosecutor's Office has refuted reports claiming that searches took place at the municipal company Kyivteploenergo on November 6, 2026. Investigations were conducted exclusively at the homes of two employees and several subcontractor staff. These actions are part of a criminal case concerning alleged embezzlement and misappropriation of public funds during construction works carried out in 2024 and 2026.
Authorities are reviewing contracts signed in 2024 as well as agreements from March 2026. For certain projects, completion certificates were signed and payments made. However, Kyivteploenergo states that the project works currently under investigation have not yet been paid for and no work completion certificates were signed.
On November 6, 2026, Kyiv law enforcement agencies did not conduct any searches inside Kyivteploenergo premises nor confiscate documents necessary for initiating tasks within Kyiv’s Resilience Plan.

These investigative measures will not interfere with the start of Kyiv’s 2026/2027 heating season. Kyiv Mayor Vitali Klitschko emphasized that accusations suggesting the heating season could be disrupted are unfounded and represent undue pressure on local government.
Preparations for the Upcoming Heating Season
By late September 2026, approximately 80% of the necessary preparations for Kyiv’s heating season had been completed. The city has mobilized nearly 12 billion UAH for winter readiness, combining municipal budget funds, resources from communal services, bank loans, and international support. The city’s Resilience Plan includes energy projects featuring backup power systems and cogeneration plants to ensure stable energy supply across various districts.
During a video conference on October 9, 2026, President Volodymyr Zelensky outlined priorities for Kyiv’s Resilience Plan. Preparations encompass:
- scheduled maintenance work;
- strengthening backup power for critical infrastructure;
- building reserves of fuel and equipment;
- developing emergency response scenarios.
The situation surrounding Kyivteploenergo highlights the importance of stringent oversight over public spending, particularly when preparing for critical seasonal needs like heating. Despite the ongoing investigations, which do not directly involve the company’s premises, authorities assure the public that winter readiness and planned operations will proceed uninterrupted. Simultaneously, Kyiv is advancing strategic projects aimed at securing a reliable energy supply—a vital concern given current challenges. This underscores the local government's commitment to transparency, fiscal responsibility, and adherence to proper procedures in public procurement and construction activities.
