Kyiv budget returned 60.5 million hryvnias: officials embezzled funds from the 'Care' program

Return of budget funds

More than 60.5 million hryvnias have been returned to the Kyiv budget, which were misappropriated by members of an organized group within the 'Care. In support of Kyiv citizens' program. This became possible due to the pre-trial investigation that has been ongoing since March 2025.

Investigation details

According to the information, in March-July 2025, the director of the Department of Social and Veteran Policy of the Kyiv City State Administration (KCSA) and two of his deputies received suspicions of embezzling budget funds. The funds were allocated under the 'Care. In support of Kyiv citizens' program in 2022-2024. It is known that the group members embezzled nearly 75 million hryvnias from 150 million hryvnias allocated from the city budget.

In November of this year, the suspected entrepreneurs reimbursed 12.5 million hryvnias and donated six vehicles worth 8 million hryvnias to the needs of the Armed Forces of Ukraine. So far, within the framework of the pre-trial investigation, 60.5 million hryvnias have already been reimbursed, which indicates active actions by law enforcement agencies in combating corruption in the capital.

This case underscores the importance of transparency in managing budget funds, especially in the face of economic challenges facing the country. The reimbursement of a significant amount of funds can also serve as a signal to other potential offenders that corruption will not go unpunished. The continuation of pre-trial investigations and holding those responsible accountable are important steps toward restoring citizens' trust in state institutions.
