Oleh Popenko, an expert in housing, utilities, and energy, has issued a stark warning about the dire state of Kyiv's infrastructure. Speaking on his YouTube channel 'Oleh Popenko PRO,' he stated that urgent action is required. Popenko emphasized that the municipal heating company 'Kyivteploenergo' needs to replace between 300 and 400 kilometers of pipes this year to function properly. He warned that failure to repair the heating network could lead to severe future problems. This crisis comes as Ukraine's capital continues to manage the immense strain on its urban systems following years of conflict.

Concerns Over Kyiv's Housing Situation

The expert also raised serious concerns about the housing situation in Kyiv. He noted that over 2,000 residential buildings have been damaged by shelling.

'In Kyiv, more than 2,000 buildings have been damaged following attacks by the Russian Federation, and not a single penny from the Kyiv budget—aside from the plywood provided to board up windows—has been allocated for repairs.' - Oleh Popenko

Popenko further criticized what he described as a 'political struggle and a complete lack of movement toward doing anything for Kyiv's residents.' He expressed deep concern over the inaction of the Kyiv City Council and the Kyiv City State Administration:
