Kyivzelenbud revealed a scheme of embezzlement: over 1.2 million UAH overpaid for the repair of Hidropark

Revelation of the embezzlement scheme

Law enforcement officers have uncovered a scheme of embezzlement of budget funds during the overhaul of the 'Hidropark' park in Kyiv, which resulted in an overpayment of over 1.2 million UAH. It was established that in 2024, the municipal enterprise 'Kyivzelenbud' signed a contract with a private company for the execution of repair works in the park. During the investigation, it was revealed that the budget for the repair works included inflated prices for building materials.

In this regard, law enforcement officers have notified the deputy head of the department of the KP 'Kyivzelenbud', the director of the private company, and the estimator of the same enterprise of their suspicion. According to the sanctions of the article, both participants in the case face imprisonment for a term of five to eight years.

Inspections and violations discovered

This situation became known as a result of an inspection carried out by the territorial control department of the Kyiv city state administration this summer. During the inspection, violations of landscaping were also revealed in various districts of the city:

  • The least violations were recorded in the Pechersk and Solomyansky districts.
  • The Shevchenkivskyi and Podilskyi districts became leaders in the number of violations, each having more than a thousand orders issued.

In addition, police uncovered another scheme of embezzling 800 thousand UAH allocated for the reconstruction of the 'Orlyatko' park. Thus, the situation with the embezzlement of budget funds in the field of landscaping requires further control and investigation.

The discovered facts of embezzlement of budget funds in Kyiv underscore the need for strengthened oversight of the execution of state orders for landscaping.

The results of inspections indicate systemic problems in the management of budget funds, which could lead to significant financial losses. The investigation of these cases may become the basis for reforms in the field of public procurement and oversight of construction project implementation.
