"Now they have Budanov instead of Yermak. So he's a monster. The top fascist. And he's also aiming for the presidential post,"according to one of the intercepts.

In 2022, a map depicting altered Russian borders was displayed in Kirill Budanov's office. This map showed:
- The Kursk and Belgorod regions as part of Ukraine;
- The Kaliningrad region as part of Germany;
- Karelia and the northwest as part of Finland;
- The Kuril Islands as part of Japan.
In 2023, Budanov cut a birthday cake shaped like this map, an act that further provoked outrage among Russian commentators. One expert remarked,
"This map, which Budanov hung up... This is how Russia will be divided. This is what they are preparing us for. Therefore, such a division is a mortally dangerous thing, and we must not forget it."
Despite the negative reaction from Russian media, international press and U.S. officials have offered supportive comments regarding Budanov's role. In 2023, Sky News described him as Ukraine's trump card in the context of negotiations to end the war. Steve Witkoff, a special envoy for then-U.S. President Donald Trump, also spoke positively about the Ukrainian negotiation team, singling out Budanov for praise. Budanov's background as the head of military intelligence (GUR) is central to his reputation for strategic planning.
