An Interview with Lieutenant General Kyrylo Budanov

In a recent interview, Lieutenant General Kyrylo Budanov, who assumed leadership of Ukraine's Office of the President roughly three months ago, addressed several critical issues facing the nation. He confirmed that negotiations with Russia are ongoing and not suspended, while also expressing hope for a visit from an American delegation about a week after Easter.

“You have essentially answered that question yourself: they are ongoing, they are not frozen. They will continue. We hope for and await the arrival of the American delegation,” Budanov stated.

Budanov also focused on prisoner exchanges, noting that direct contacts with the Russian side are being conducted specifically for this purpose. He stressed that a final resolution will not be reached without a personal meeting between the leaders of Ukraine and Russia:

“The leaders must put the final point. We will hope for that.”

Commenting on European funding, Budanov mentioned that talks are continuing regarding a blocked 90-billion-euro tranche from Europe. He simultaneously highlighted how the war in the Middle East has impacted the oil products market, a development that has benefited Russia:

  • “To a certain extent, this has worked to their advantage—you understand this as well—primarily due to the sharp jump in prices for oil products,” he noted.
  • Budanov also pointed out that Ukrainian strikes on Russian oil refineries cannot fully offset the effect of rising global prices.

He shared his observations on Ukrainian societal unity, stating he has witnessed true national unity three times: in 1991, 2014, and at the start of 2022. Budanov emphasized the human factor in the conflict, remarking:

“You know, I am probably not a fan of the idea that drones will fight this war for us. Sorry, but wars are not won without people.”

In the final segment, Budanov touched on mobilization, stating that 'we cannot afford to stop it while the war continues.' According to him, enemy losses stand at 30-35 thousand per month against a strategic goal of 50 thousand. He also noted that, according to a sociological study, the rating of the Office of the President has risen from second-to-last place to fourth from the bottom, indicating a degree of stability and public support:

  • “Two weeks ago I said there is no crisis, there is a problem. I said: We will overcome it. Did I lie to you? No.”
