Kyrylo Budanov Expresses Optimism on Talks with Russia
In an interview published by Bloomberg on April 4, Kyrylo Budanov, the head of Ukraine's Presidential Office, voiced a positive outlook regarding negotiations with Russia. He confirmed that three-way talks involving the United States and Russia are currently underway. Budanov emphasized that territorial issues represent the most complex challenge in these discussions. He also pointed out that Russia is financing the war with its own funds, which have already reached sums in the trillions. The conflict, now in its third year, has created immense pressure for a diplomatic resolution.
However, Bloomberg sources close to the Kremlin do not share Budanov's optimism. They believe the talks have stalled over the issue of security guarantees for Kyiv. The Trump administration remains the mediator in these negotiations. A potential visit to Kyiv by the White House's lead envoys, Steve Witkoff and Jared Kushner, is being discussed for next week. This would mark Witkoff and Kushner's first visit to Ukraine since the war began. A source within the U.S. administration confirmed the visit is under discussion but said a date has not yet been set.
Russia's Mobilization Capacity and the Broader Stance
Budanov also provided an assessment of Russia's mobilization potential, which he stated could be as high as 23.5 million people. This estimate was prepared for President Putin at the end of 2025. He noted:
"This is an assessment from when I headed military intelligence, based on a report prepared at the end of 2025 on Russia's mobilization potential for Putin. I read it in the original. No, there are no problems—and there won't be in the coming years."
Commenting on the overall situation, Budanov asserted:
"They all understand the war must end. That is precisely why they are negotiating. I don't think it will be long."He stressed that "in principle, everyone now clearly understands the limits of what is acceptable. This is enormous progress." Budanov called for the continuation of talks, remarking that "there are only two options—war or peace. Not simply a continuation of the war, but a continuation of negotiations. If they agree to this—because they may not."
