Statement by Interior Minister Ihor Klymenko
Interior Minister Ihor Klymenko has addressed the aftermath of the April 18 terrorist attack in Kyiv and the conduct of police officers at the scene. Two officers who responded to the attack have been suspended. An investigation is ongoing into both the actions of these law enforcement personnel and how the attacker obtained the medical certificates required for a firearms permit.
In his statement, Klymenko labeled the suspended officers' behavior as 'shameful' and 'unworthy,' calling it a 'disgrace to the entire system.' He confirmed the investigation into their actions and stated that further personnel decisions regarding their commanders will be made.
'Isolated incidents do not reflect the system as a whole. After all, even in this same special operation, KORD units, criminal analysts, and other involved forces acted professionally and swiftly,' the Minister emphasized.
Civilian Rights to Firearms
Klymenko also commented on civilian firearm rights, stating his belief that people should have the right to armed self-defense.
'Especially after the experience at the start of the full-scale invasion when civilians received weapons for national resistance,' he added.
In February, the Verkhovna Rada voted in the first reading on a law concerning civilian firearm use and circulation. Subsequently, in August 2024, civilians were permitted to possess trophy firearms for resisting Russian aggression. However, civilian ownership of traumatic and short-barreled firearms remains restricted.
Expert discussions involving people's deputies, the public, journalists, and the veteran community will soon take place to prepare the final version of the civilian firearms bill. The Minister stressed the importance of public debate on these issues to reach a consensus on citizens' right to self-defense. These policy debates occur against the backdrop of an ongoing war, where security concerns are paramount.
