In 2025, the Ministry of Community and Territorial Development, led by Deputy Prime Minister Oleksiy Kuleba, focused on the resilience of the transport system amid the war, digitalization, and the integration of Ukraine into the European transport policy. Serhiy Derkach, the Deputy Minister, is responsible for the development of the sector.
The National Agency of Ukraine ensured the stability of international freight transportation and provided access for Ukrainian carriers to key European markets. The functionality of the eQueue system for trucks at road checkpoints was also expanded.
Aviation Development
In the aviation sector, the priority was to maintain the technical readiness of airports and air navigation infrastructure. Measures were taken to support Boryspil and Lviv airports, work with the air navigation system, and the State Enterprise 'Ukraerorukh'. Additionally, a National Strategy for Civil Aviation Development until 2030 was developed, and the modernization of Boryspil airport was initiated.
To address the personnel issue, the Ministry of Development launched training programs for women drivers and veterans in the transport and logistics sector. Over 300 Ukrainians have already acquired new professions through retraining and support from international partners.
Plans for the Future
Next year, it is planned to simplify the procedures for opening international routes, eurointegration, and digitalization in the transport sector. It is also proposed to implement a number of legislative and digital changes to improve the transport industry in Ukraine.
In 2025, the Ministry of Transport Development implemented targeted measures to ensure the resilience and development of Ukraine's transport system amid the war and digitalization. The National Agency successfully ensured the stability of international freight transportation, and retraining programs helped over 300 people acquire new professions in transport.
