The Ministry of Development launched a national database of energy efficiency for buildings

Under the leadership of the Deputy Prime Minister for the Recovery of Ukraine - Minister for Community and Territorial Development Oleksii Kuleba, the Ministry has been consistently working on improving energy efficiency and developing the tourism sector. The coordination of these areas is ensured by the First Deputy Minister Aliona Shkrum.



In 2025, the Ministry implemented comprehensive solutions in the field of energy efficiency, covering the housing stock, social infrastructure, and strengthening the energy resilience of communities. An important step was the official screening of compliance of Ukrainian legislation with EU law in the field of energy efficiency.



After a break since 2021, the Energy Efficiency Fund received funding from the state budget again - 240 million UAH has been allocated for its support. The State Target Program for Supporting the Energy Modernization of Buildings until 2030 has also been approved.



Throughout the year, the implementation of the project 'Renewable Energy Solutions' (RES) has begun. At the same time, the project 'Energy Efficiency for Public Buildings in Ukraine' continued in partnership with the European Investment Bank, aimed at modernizing hospitals, schools, kindergartens, administrative and cultural institutions.



A separate step was the creation of the National Database of Energy Characteristics of Buildings - the first state digital tool for systematic collection and analysis of information on the condition of buildings across the country.


In 2025 in the field of tourism


The first tourist dashboard in Ukraine has been launched. An important international event was the creation of the Tourist Alliance in support of Ukraine. The initiative aims to restore tourism as a tool for resilience and economic development.



On July 10, 2025, Ukraine, together with partner countries, signed a Declaration of Intent regarding the creation of the Tourist Alliance. Italy, the Czech Republic, and Poland have officially joined the initiative.


Throughout the year, systematic cooperation with regions continued through the Tourist Strategy Constructor. A national project 'Routes through Places of Memory' has also been initiated in 2025, aimed at preserving the truth about the war for Ukraine's Independence and forming a unified space of memory throughout the country.



Particular attention was paid to the symbolic city - Borodyanka. The model of comprehensive recovery is planned to be scaled to other communities that have suffered significant destruction.



Plans for the Next Year


In 2026, the Ministry will focus on expanding already launched programs and implementing European standards in the field of energy efficiency. A priority will be accelerating the thermal modernization of residential and public buildings, specifically through increasing the number of projects implemented with the support of the state budget and international partners.



Also, next year, large-scale transformation of the tourism sector will continue, national projects will be developed, and modern digital solutions will be implemented, which strengthen the economy and enhance the resilience of territorial communities.



In 2025, significant progress was made in the development of energy efficiency and the tourism sector. The next year already has ambitious plans for improving programs and implementing European standards, which will continue to contribute to sustainable development and enhance the competitiveness of Ukraine.
