Under the leadership of the Vice Prime Minister of Ukraine on Reconstruction — Minister of Community and Territory Development Oleksiy Kubelya, the Ministry has systematically enhanced the work of the heating and water supply sectors, updating the regulatory framework and developing distributed generation as a key element of resilience. This direction is led by Deputy Minister Konstantin Kovalchuk.
In 2025, infrastructure modernization took place, recovery of systems after attacks, development of backup energy sources, strengthening the energy independence of communities, and aligning Ukrainian legislation with European standards. Special attention was paid to frontline communities.
To prepare for the autumn-winter period of 2025/2026, the government created a Headquarters for preparing the housing and communal services and fuel and energy complex facilities, which ensured coordination of regions under regular attacks. An important task was the preparation of Kryvyi Rih after problems with centralized hot water supply. In October 2025, the government approved the State Program for Energy Modernization of Heating Supply Enterprises until 2030.
The development of distributed generation allows communities to provide heat and water even in case of damage to trunk infrastructure. Decisions have been made to simplify the installation of cogeneration units, generators, boiler houses, energy storage systems, and drilling wells for water supply.
In 2025, the Ministry of Development took steps to update legislation and modernize infrastructure. At the same time, the programs 'Energovoda', 'Ekostoki', and 'Sotsvoda' were launched. Attention was also paid to addressing water supply issues in regions after the explosion of the Kakhovka Hydro Power Plant.
The goal for 2026 is to transition the utility reforms and modernize water supply and sewage systems to ensure stable services even in the most challenging periods.
