Suspicions of Official Negligence
Leadership of two departments of the Kyiv City State Administration (KCSA) is suspected of official negligence due to the operation of the Ferris Wheel in Podil without the necessary permits. This attraction, installed as a temporary facility at the New Year's and Christmas fair, operated without any land permits, raising concerns among representatives of the prosecution.
Inspection and Consequences
The Ferris Wheel was installed in Podil in 2017. During this time, the temporary violation management card was extended several times, however, no official permits for its operation were obtained. In July 2024, after a tragedy occurred due to a man's death from a cable break, an inspection of the attraction was conducted, which revealed the unsatisfactory condition of the Ferris Wheel.
In June 2025, the prosecution appealed to the Economic Court of the city of Kyiv with a lawsuit demanding the dismantling and arrest of the Ferris Wheel. Official negligence on the part of the leadership of the Department of Land Resources and the Department of Territorial Control of KCSA may lead to serious consequences, as the operation of the attraction without permits poses a threat to the safety of citizens.
This situation may have serious consequences for KCSA officials, as the safety of citizens is a priority for any government institution. The lack of proper oversight over the operation of attractions in the city underscores the need for improvement in the management and monitoring systems of such facilities. Further investigations may reveal other cases of negligence in the activities of local government bodies.
