The Case of Yaroslav Bolukh
Yaroslav Bolukh, a former patrol officer from Khmelnytskyi who now serves as a deputy battalion commander in the Sumy direction, has spent ten years as a defendant in a murder trial. He is accused of intentional homicide while exceeding the limits of necessary self-defense. In 2016, Bolukh shot and killed an assailant who had previously stabbed three women. On June 13, 2022, the court suspended proceedings due to Bolukh's mobilization into the military. Bolukh began his career in 2015 when he joined the newly formed patrol police. The incident that derailed his career occurred in Khmelnytskyi around 7:00 AM in 2016. The attacker, armed with a sharpened weapon, inflicted stab wounds on a female receptionist at the Khmelnytskyi Regional Psychoneurological Dispensary. Patrol officers, including Bolukh, arrived at the scene where the assailant continued to threaten people.

During the incident, Bolukh fired warning shots near the attacker's feet, then aimed at his legs, arms, and shoulders. The final bullet struck the offender's leg, and he died in an ambulance. Forensic analysis could not confirm which bullet entered the perpetrator's lungs. Official records show three female victims who sustained stab wounds from the attacker's actions.
After the shooting, Bolukh received support from patrol police chiefs Oleksandr Fatsevych and Oleksiy Biloshytskyi, who traveled to Khmelnytskyi and assured him everything would be fine. However, a later commission concluded that Bolukh had exceeded his official authority, leading to his dismissal. He was subsequently reassigned to a civilian role within the patrol police, where he worked for another year before deciding to leave the force entirely.

In 2022, the Khmelnytskyi court suspended Bolukh's trial due to his mobilization. He draws parallels between his case and those of other patrol officers who, he claims, faced investigations for inaction during crises.
