The team of the Ministry of Development held an online meeting with public organizations that help consult internally displaced persons from temporarily occupied territories regarding participation in the housing voucher program. This program started on December 1.
Various organizations participated in the meeting, including the Charitable Foundation 'Vostok SOS', the IDP Council Congress, the Influence Group, the Charitable Foundation 'SSS', the NGO 'Tenth of April', the NGO 'Donbass SOS', and others. This program is intended for individuals who have the status of combatants or persons with disabilities as a result of the war.
Deputy Minister Natalia Kozlovska noted that housing vouchers are an important support tool for IDPs from temporarily occupied territories. This program provides the opportunity to obtain a housing voucher worth 2 million UAH through the Diia application.
Eligibility Criteria
- Previous place of residence in a temporarily occupied territory.
- The IDP certificate indicates a place of residence in a territory controlled by Ukraine.
- No criminal record for crimes against national security.
There are also some restrictions for applicants and their families regarding real estate and receiving housing assistance in the past.
Process of Obtaining a Voucher
The first stage is submitting an application through the 'Diia' mobile application. After that, the application is sent to the Commission at the local self-government body at the applicant's actual place of residence. After the Commission's decision is made, the applicant receives a notification with the status 'Application in progress'.
The second stage involves the reservation and implementation of funding. After a positive decision by the commission, the applicant submits an application for reserving funds and formalizing the transaction.

That is why we launched a new component of the eRestoration program - housing vouchers - as a maximally simple and transparent support tool for IDPs from temporarily occupied territories.'
