Military Commander in Kyiv Region Exposed for Stealing Soldiers' Rations

Exposure of Theft from Military Supplies

In the Kyiv region, officers from Ukraine's State Bureau of Investigations and the Security Service of Ukraine have exposed a military unit commander who orchestrated the theft of food intended for frontline soldiers, with the total value exceeding 3 million hryvnias. According to reports, this theft was uncovered in November 2025. As a result, suspicions have also been served to the canteen head, an instructor, and a driver who were involved in the scheme.

Investigation Details

Investigative materials reveal that the unit commander appointed a trusted person as the canteen head, while the daughter of that canteen head was appointed to lead the food warehouse. Upon the canteen head's recommendation, the commander also appointed an instructor who participated in the theft. The food supplies were stolen at least twice a month starting in January 2025. In total, five separate criminal episodes have been documented.

The military commander has been formally notified of suspicion under specific articles of the Ukrainian Criminal Code. A court has ordered him to be held in custody with the possibility of posting bail. The pre-trial investigation is ongoing.

It is worth noting that between March and December 2022, military counterintelligence and the SBU also uncovered a massive embezzlement scheme involving over 1 billion hryvnias meant for food supplies to the Armed Forces of Ukraine. A former head of a department within the Ministry of Defense was implicated in that illegal activity. In that case, the cost of the goods was artificially inflated by 41%, and the price for organizing the supply chain skyrocketed by 221%.

As reported by the State Bureau of Investigations' press service, 'suspicions were initially served to the canteen head, instructor, and driver. During the subsequent pre-trial investigation, DBR investigators established that the organizer of the scheme was their commander. It was he who created the conditions for the systematic theft of food and provided cover for his subordinates.'

This case of stealing from military rations highlights the persistent issue of corruption within Ukraine's armed forces, which remains a challenge even during wartime. The exposure of such schemes demonstrates the activity of law enforcement agencies in combating corruption. However, the scale of previous cases points to systemic problems in the management of supply chains for the Ukrainian military. Such thefts directly undermine troop morale and battlefield effectiveness at a critical time. Further investigations may reveal new facts and the involvement of other individuals in these crimes, which could impact the reputation of military leadership.
