VR Committee Endorses Basic Social Assistance Bill; Next Step—Parliamentary Debate

Introducing the Basic Social Assistance Program

The Verkhovna Rada Committee on Social Policy and Veterans’ Rights has approved the government’s bill on Basic Social Assistance (BSA) for the second reading. This legislation aims to establish a unified legal framework to overhaul state welfare payments, creating a targeted financial support system for low-income families. The bill is now set to be discussed in the full session of the Ukrainian Parliament.

After reviewing amendments proposed by Members of Parliament, the committee recommended passing the bill in its second reading, according to the Ministry of Social Policy, Family, and Unity of Ukraine. Once adopted by the Verkhovna Rada, the BSA will introduce a needs-based support model that considers a family’s income and living circumstances to provide tailored assistance.

Core Components and Principles of the BSA

This bill consolidates various fragmented benefits into one comprehensive system, which includes:

  • financial aid
  • social services
  • case management support
  • employment assistance

Calculations for BSA are family-centered and factor in the average monthly combined income and asset status of household members. The assistance amount equals the difference between a predefined baseline for the family and their actual average monthly income.

Moreover, the bill integrates monetary aid with social services and employment facilitation. A dedicated social case manager will assess the family’s needs and coordinate ongoing support. Personalized programs will be provided to unemployed working-age family members to help them re-enter the workforce.

Inna Solodka, Deputy Minister of Social Policy, Family, and Unity, emphasized: "The committee's approval represents a crucial milestone toward the final adoption of these reforms."

The introduction of Basic Social Assistance marks a significant reform in Ukraine’s social welfare system. This new framework is designed not only to deliver financial support but also to enhance the quality of life by integrating social services. It aims to address urgent financial challenges while promoting employment and social inclusion among vulnerable populations. If successfully enacted, this legislation could become a cornerstone for the future development of social policy in Ukraine.
