Push for Nicotine Product Regulation in Ukraine
The Health Committee of Ukraine's Verkhovna Rada has called for legislative action to regulate nicotine-containing products, especially new non-tobacco items currently unaddressed by existing laws. Alarmingly, 26% of Ukrainian children aged 13 to 15 use tobacco or nicotine products, with 3% specifically consuming nicotine snus. This trend has raised serious concerns among health experts and government officials.
Roundtable Discussion and Proposed Bills
On September 29, 2024, a roundtable was convened involving members of parliament, representatives from the Ministry of Health, the State Service of Ukraine on Food Safety and Consumer Protection, the World Health Organization's office in Ukraine, the Ministry of Health's Public Health Center, and health experts. Participants emphasized the urgent need to adopt the following legislative proposals:
- Bill No. 14110 - complete ban on nicotine snus;
- Bill No. 14110-d - limits nicotine content to 1 mg per serving, bans advertising, and mandates standardized packaging;
- Bill No. 12091 - prohibits flavored heated tobacco products.
These proposals have received backing from both the Ministry of Health of Ukraine and the World Health Organization.
The tobacco industry continuously evolves delivery methods for nicotine, but this does not change the core issue: nicotine is a psychoactive and toxic substance that causes addiction. New consumption methods introduce additional risks, particularly for children and adolescents.

Dmytro Kupira, a participant in the roundtable, stressed, "Passing Bills 14110-d and 12091 through the Verkhovna Rada is critical to protecting Ukrainian children’s health from tobacco and nicotine." His statement highlights the urgent need for measures aimed at safeguarding young people’s wellbeing and reducing nicotine-related harms across Ukraine.
The proposed legislation could significantly improve youth health outcomes in Ukraine, where the high prevalence of nicotine product use among teenagers signals a pressing need for tighter regulation. Expert recommendations and government support underline the importance of swiftly enacting these laws to prevent nicotine addiction in the country’s younger generation.
