Corruption scheme in the Ministry of Regional Development: the state suffered losses of over 1 billion UAH

Investigative bodies, namely the Specialized Anti-Corruption Prosecutor's Office (SAP) and the National Anti-Corruption Bureau of Ukraine (NABU), have completed a pre-trial investigation into a corruption case in the Ministry of Community and Territorial Development. According to the data, this corruption scheme in the construction sector could have caused the state losses amounting to over 1 billion UAH. In June 2023, six individuals were informed of suspicion, including a former minister, a state secretary, and a developer.

Suspects and the scheme

The list of suspects includes:

  • the former Minister of Community and Territorial Development,
  • the former state secretary of the Ministry of Regional Development,
  • the former advisor to the Minister,
  • the former director of the state enterprise,
  • the developer and his trusted person.

It has been established that the developer devised a scheme for the illegal acquisition of a land plot in the city of Kyiv. The officials of the Ministry of Regional Development, in turn, created conditions for transferring this land plot to a state-owned enterprise.

The director of the state enterprise concluded illegal contracts with the construction company. As part of this scheme, the developer committed to giving the state part of the apartments, proportionally to the value of the land plot. However, the price of the land plot was reduced by almost fivefold, leading to significant financial losses. The difference between the estimated and market value exceeded 1 billion UAH, while the total amount of unlawful gains amounted to 18.4 million UAH.

The actions of the suspects are classified under the articles of the Criminal Code of Ukraine. It is noted that the investigation of this case is an important step in the fight against corruption in Ukraine and demonstrates the efforts of law enforcement agencies in exposing and holding accountable individuals who abuse their positions for personal gain.

This case highlights the seriousness of corruption risks in Ukraine and the need for systemic changes to ensure transparency in public procurement and land resource management.

It is important that similar investigations continue, as effective combatting of corruption is key to restoring public trust in governmental institutions. The outcomes of this process depend not only on punishing the guilty but also on strengthening anti-corruption mechanisms in the country.
