Oleh Popenko, head of the Union of Consumers of Utility Services, has raised serious concerns about a proposal to install autonomous modular boiler rooms near apartment buildings as part of resilience planning. "When I heard this nonsense, I thought it's completely unworkable. The very idea of installing a boiler room raises questions: who will service it, which homeowners' association is responsible, and who will own it on their books?"
he noted. He also pointed to risks tied to potential corrupt schemes:
"They could arrange to get a boiler room through connections, while others are left without."
