EU Commits Major Financial Aid Package to Ukraine
European Union member states have reached an agreement to allocate €6.6 billion from the European Peace Facility to Ukraine. This substantial funding will cover military assistance, joint defense equipment procurements, and reimbursements for military hardware already supplied. Specifically, €900 million is designated for the EU Mission to Assist Ukraine with Military Training (EUMAM Ukraine). An additional €1 billion will be dedicated to new collaborative defense acquisitions, while €4.7 billion will compensate member countries for the military equipment they have already provided to Ukraine.
Several EU nations intend to reinvest their compensation funds into further aid for Ukraine. In June, Germany proposed allocating the entire €6.6 billion package—previously stalled due to objections from Hungary—to Ukraine. However, Poland opposed this move, demanding the return of 2 billion zlotys (approximately €450 million) corresponding to its prior assistance to Ukraine.
Background on the European Peace Facility and Its Role
Established in March 2021, the European Peace Facility (EPF) is an off-budget EU instrument designed to support the bloc's common foreign and security policy. Following Russia's full-scale invasion of Ukraine in February 2022, the EPF was utilized for the first time to supply lethal arms and military equipment to a third country. Funded through member states’ contributions proportional to their GDP, the EPF finances partial reimbursements for equipment provided to Ukraine, supports joint defense purchases, and backs military training missions. Disagreements among EU members had previously delayed the release of significant funds from this facility.
As Estonian Prime Minister Kaja Kallas remarked, 'This is good news for Ukraine and bad news for Russia.'
She also highlighted that 'Moscow’s hybrid attacks aim to intimidate Europe and weaken its support for Ukraine. Europe is doing the opposite.'
The disbursement of these funds underscores the EU’s ongoing commitment to bolstering Ukraine’s defense capabilities amid prolonged Russian aggression.
