Ukraine's Diia App to Impose 0.2% Fee on Military Bond Purchases Starting April 15

З 15 квітня користувачі додатку Дія зіткнуться з нововведеннями у вигляді комісії на придбання військових облігацій.

New Fee for Military Bond Transactions

Beginning April 15, a 0.2% commission will be applied to purchases of military bonds through the Diia app. This fee, which will be displayed as a separate line item during checkout, is being introduced to cover payment processing costs and the maintenance of the technical infrastructure. Ukrgasbank, the service's payment partner, will handle the transactions. The Diia app has been a central digital platform for Ukrainian government services and citizen engagement since its launch.

Reduced Fees for Other Government Payments

In a separate change, the commission for other payments made via Diia—such as taxes, fines, court fees, and administrative services—will be lowered to 1.3%, with a minimum charge of 1 hryvnia. To buy bonds in the app, users select the relevant section, choose the bond type and partner, specify the quantity, and then sign and pay for the transaction; the bonds typically appear in the app within three business days.

Government bonds can also be purchased through mobile banking apps or brokerage platforms. The Diia press service confirmed that users will not receive push notifications within the app regarding this new fee.

'The 0.2% commission is not bank profit; it covers the transaction cost. Previously, we covered this expense ourselves, but as a state bank, we believe these funds should work for the state.' Representatives of Ukrgasbank

The introduction of this fee for military bonds is part of a broader state strategy to support defense and economic financing. While the reduced commission on other payments may increase their use, the new charge on bonds—a tool crucial for wartime fundraising—may draw some criticism from users accustomed to free services within the app. Nonetheless, this move is intended to streamline the financial mechanism for sustaining these critical investments.

As the Diia app implements this new fee for military bond purchases, it's worth noting that similar adjustments are happening across other services in Ukraine. For instance, starting in April 2026, Ukraine's postal service will revise its parcel rates, impacting how citizens send and receive packages. Understanding these changes can help users navigate the evolving landscape of government services more effectively.
