A petition was registered on the Kyiv City Council portal regarding compensation for canceled routes and changing the payment for transfers. This initiative adds to the discussion about transfer tickets in Kyiv, but for now, it is just a proposal rather than approved rules. This is reported by Telegraf.
Compensation for Travel in Kyiv: What the Petition Proposes in November 2026
The author of the address proposes to refund the used trip on the transport card if the vehicle broke down or the carrier failed to deliver the passenger to their destination.
This refers specifically to restoring the trip on the card, not necessarily to a cash payment. The detailed procedure for confirming such cases and the terms of compensation would still require separate regulation.
For passengers with transfers, two time tickets are proposed:
-
30 UAH for 90 minutes with transfers without additional payment;
-
45 UAH for 120 minutes under similar conditions.
The author wants the 30 or 90-day tickets to be linked to actual usage: a day would only be deducted after at least one validation. He also proposes family access with up to four family members linked.
This is a separate initiative, which should not be confused with previous appeals regarding increasing the cost of travel. The proposed prices and conditions do not in themselves change the existing payment system.
Unified Electronic Ticket: What Changes are Proposed in Kyiv in November 2026
The author also calls for the unified electronic ticket to be extended to private minibuses and the city electric train, to abandon cash payments and to provide GPS tracking for private carriers in the applications.
Among other demands is payment to carriers for completed kilometers and the establishment of dedicated lanes on bridges and exits from densely populated areas, including Troieshchyna.
The initiator explains the need for changes by the various costs to passengers. According to his calculations, one trip costs 30 UAH, while a journey with one or two transfers costs 60-90 UAH one way.
In this scenario, a 90-minute ticket for 30 UAH would allow saving 30-60 UAH on a one-way trip if all transfers fit within its validity time. This calculation is based on the terms of the proposal, not a currently available discount.
For mandatory consideration, the petition must gather 6000 signatures. Reaching this threshold would mean consideration, not automatic implementation of all requirements. The topic of travel payment in the capital has already been raised during discussions of the electronic ticket system.
