Latvia Grants Full Recognition to Ukrainian Driver’s Licenses
Ukrainian driving permits are now fully accepted in Latvia, allowing holders to exchange them without taking any additional exams. This agreement marks the sixth such deal amid migration pressures triggered by Russia’s war against Ukraine. Similar arrangements are already in place with:
- Spain
- Italy
- United Arab Emirates
- Lithuania
- Turkey
Updated Procedures and Road Safety Measures
Ukraine’s Ministry of Internal Affairs has drafted a new order aimed at overhauling the driver’s license issuance process. The proposed changes focus on easing testing requirements for foreign nationals and improving candidate identification systems. To boost road safety, the emphasis is shifting toward automated document verification and stricter penalties for reckless driving.
Notably, Ukraine’s traffic control system is set to go fully digital by 2026, a move expected to further enhance road safety. According to Bohdan Drapiatyi,
“These systemic changes directly contribute to improving road safety and strengthen international partners’ confidence in the knowledge and skills of Ukrainian drivers.”
In a separate development, police in the Chernivtsi region uncovered a fraudulent scheme related to driving tests, where perpetrators used spy equipment to cheat. Suspects have already been formally charged, highlighting ongoing efforts to crack down on violations in this area.
Latvia’s acceptance of Ukrainian driver’s licenses is a significant step in reinforcing international ties and supporting Ukrainian citizens forced to flee their homeland due to the war. It also reflects growing global trust in Ukraine’s driver training system. The introduction of new procedures by Ukraine’s Ministry of Internal Affairs, including the digitization of traffic enforcement, aims to improve road safety and enable more efficient transport management.
In light of these recent developments, it's important to note that foreign nationals in Ukraine can now take driving theory tests in English. This change not only facilitates access for non-Ukrainians but also complements the broader efforts to modernize and enhance the driving regulations in the country.
