Ukraine's Legal Gambling Industry Pays UAH 17 Billion in Taxes: Upcoming Reforms

Tax Revenue from Legal Gambling Sees Dramatic Rise in Ukraine

Since the legalization of gambling in Ukraine, tax revenue from the industry has surged dramatically, demonstrating a significant economic impact. Over the past five years, these payments have increased more than 80-fold, now exceeding UAH 17 billion annually. This represents an increase of UAH 279 million compared to the previous period. Members of the Ukrainian Gambling Business Operators Association are central to this growth, accounting for roughly 82% of the sector's total tax contributions. This legalization effort, initiated in 2020, aimed to bring a large shadow economy into the open and generate state revenue.

Tax Breakdown and Proposed Legislative Changes

The largest tax contributions from legal gambling operators include corporate income tax at UAH 11.2 billion per year, personal income tax at UAH 4.1 billion, and a military levy at UAH 1.2 billion. Despite the legal sector's strong performance, the illegal market segment remains substantial, with estimates from KANTAR, Gradus, and Factum suggesting it holds between 39% and 53% of the market. The total size of the legal gambling sector is estimated at approximately UAH 60 billion per year.

The Ministry of Digital Transformation of Ukraine has prepared a package of amendments to the gambling law and the Tax Code, which could substantially reshape the industry. The new draft legislation proposes introducing a single tax rate of 18%. Oleksandr Kogut, a representative of the Ukrainian Gambling Business Operators Association, noted that:

He added that 'UAH 17.4 billion is a colossal sum, equivalent to the budgets of cities like Kharkiv, Dnipro, or Mykolaiv.' The next phase of reform involves updating the legal framework to include transitioning the market to a system of permanent digital oversight. This will mandate mechanisms for tracking gaming behavior and implementing player self-exclusion tools. The approach to operator liability will also change: technical errors will incur fines and a requirement to correct them, while serious violations could lead to license revocation.

The proposed changes aim to simplify tax rules and eliminate double taxation. The approach to taxing winnings will also be altered; tax will be levied not on the entire payout, but only on the player's actual net income—the difference between the amount wagered and the amount won. Natalia Denysiayeva, a representative of the Ministry of Digital Transformation, emphasized that:

She also noted that 'the value of legalization is determined not only by the volume of revenue but also by market transparency and player protection.' Thus, the legalization of gambling in Ukraine is not only stimulating the economy but also opening new prospects for developing a transparent and regulated market. The growth in tax revenue from the legal sector indicates the success of the reforms so far, yet the challenge of combating the persistent illegal segment remains crucial. The proposed legislative changes could be key to the further development of the gambling industry and enhancing its transparency in Ukraine.
